LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

May 18, 2005

TO:
Honorable Rodney Ellis, Chair, Senate Committee on Government Organization

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1434 by Hamric (Relating to the continuation and functions of the Texas Lottery Commission.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would continue the Texas Lottery Commission until September 1, 2017.
The bill would amend Section 467.021, Government Code, to increase the number of appointed commissioners from three to five.

The bill would make the Texas Lottery Commission subject to general law governing purchasing and contracts by state agencies by removing the agency's exemption from the State Purchasing and General Services Act, Information Resources Management Act, and Professional Services Procurement Act.

Based on the analysis of the Texas Lottery Commission, it is assumed any costs and duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

The bill takes effect on September 1, 2005.

Local Government Impact

No fiscal implication to units of local government is anticipated.
