HB1538 by Hamric (Relating to the authority of a county assessor-collector or the Texas Department of Transportation to refuse to register certain vehicles.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to allow a county assessor-collector or the Texas Department of Transportation (TxDOT) to refuse to register a motor vehicle if the assessor-collector or the department receives information that the owner of the vehicle owes money for a fine, fee, or past due tax to any county in this state.

Based on the analysis of TxDOT, it is assumed any costs and duties associated with implementing the provisions of the bill could be absorbed within existing resources.

The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2005.


Local Government Impact

There could be some revenue loss to counties as a result of refusing to register a motor vehicle until other fees are paid in full. However, these losses are not expected to be significant.
