No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 791, Government Code to authorize the Ysleta del Sur Pueblo tribe to enter into an interlocal contract with a local government entity to perform governmental functions and services in the same manner as a local government, except as otherwise provided in Section 791.0115. A party to an interlocal contract under that section would be authorized to contract with a state agency. The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect September 1, 2005.

The fiscal impact to local government entities would depend on the provisions agreed to within an interlocal contract. The fiscal impact to a state agency would depend on the provisions agreed to within a contract with a party to an interlocal contract. It is assumed that a state agency or a local government entity would not enter into an applicable contract unless doing so would be economically beneficial and within the agency's or entity's budget.
