No significant fiscal implication to the State is anticipated.
The bill would establish a program of initial training and continuing education at the Bill Blackwood Law Enforcement Management Institute of Texas for constables. The bill would require the Office of the Attorney General (OAG) to bring quo warranto suit against a constable who has not complied with the training requirements. There will be no fiscal impact to the OAG in fiscal years 2006 or 2007 because the bill gives new constables 24 months to complete initial training. The OAG estimates that they would need to hire an additional Assistant Attorney General III at a cost of $53,196 in fiscal year 2008 to bring the quo warranto suits. It is assumed that the OAG will be able to absorb this cost within existing resources.
