HB1596 by Paxton (Relating to the regulation of neighborhood electric vehicles and motor assisted scooters.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Section 551.303 of the Transportation Code to permit the operation of a neighborhood electric vehicle or motor assisted scooter on roadways or sidewalks.  “Motor assisted scooters" would be added as a vehicle type that may be operated on a street or highway where the posted speed is 35 miles per hour or less. The provisions for a county or municipality to prohibit such operation would remain in effect.

Based on the analysis of the Texas Department of Transportation, the provisions of the bill would have no significant fiscal impact to the state.

The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2003.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
