LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

March 21, 2005

TO:
Honorable Dianne White Delisi, Chair, House Committee on Public Health

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1604 by Keffer, Bill (Relating to the period in which a birth certificate must be filed or a birth reported.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill amends Section 192.003, Health and Safety Code, relating to filing a birth certificate to specify that if, due to religious beliefs, a parent does not name a child within five days of birth, the parent has five days after the child is named to file the birth certificate.

While there is no anticipated fiscal impact to the state, there is a potential loss of federal funds if too many birth certificates are not filed in a timely manner.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
