No fiscal implication to the State is anticipated.

The bill would define the receipt date of an e-mail information request to be the earlier of when the public information officer/designee actually opens the request or three days after the requestor sends the e-mail. The bill also codifies the current practice that a governmental body must explain if there has been an event that has caused a delay in its receipt of a request.

The Act is effective immediately if it receives the requisite number of votes. Otherwise, the Act takes effect on September 1, 2005.

No significant fiscal implication to units of local government is anticipated.
