No significant fiscal implication to the State is anticipated.

The bill would provide that the Texas Commission on Environmental Quality's consideration of whether a request to convert a water supply or sewer service corporation to a special utility district is feasible, practicable, and necessary, must be based only on the specific purposes for the district as stated in the resolution converting the corporation to a special utility district.
