LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 11, 2005

TO:
Honorable Dianne White Delisi, Chair, House Committee on Public Health

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1677 by Dukes (Relating to establishing a sentinel surveillance program for respiratory syncytial virus.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require the Department of State Health Services (DSHS) to establish a sentinel surveillance system for Respiratory Syncytial Virus (RSV). DSHS would be required to maintain a central database of RSV cases. DSHS anticipates that local health departments would submit RSV case reports to DSHS using the existing National Electronic Disease Surveillance System. The agency would need to assist and educate physicians and hospitals in reporting data, but anticipates that these functions could be performed within existing resources.

In addition, the bill would require the Department of Aging and Disability Services to report data on RSV cases at state schools. The agency anticipates that the tracking and reporting of RSV cases at state schools could be performed with existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
