The bill would amend the Transportation Code as it relates to the operation and movement of a motor vehicle when a traffic-control signal does not display an indication.
The bill would require an operator of a vehicle facing a traffic-control signal that does not display an indication in any of the signal heads to stop at the place nearest the intersecting roadway where the
operator has a view of approaching traffic on the intersecting roadway. The operator is to proceed only when the intersection can be safely entered without interference or collision with traffic using a different street or roadway.
The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. If the bill does not receive the necessary vote, it would take effect September 1, 2005.
