No significant fiscal implication to the State is anticipated.

Under the provisions of the bill, an institution of higher education located in a county, with a population of 35,000 or less, could offer lower-division-level vocational or technical courses in the service area of a junior college district if certain criteria are met. The Texas Higher Education Coordinating Board (THECB) would be required to establish criteria for approval and monitoring of the programs; however, THECB will be able to implement provisions of the bill within existing resources.
