No significant fiscal implication to the State is anticipated.

The bill relates to the perfection of a child support lien on a motor vehicle. The bill would amend Chapter 157, Family Code, qualifying the court’s duty to order the obligor to surrender the vehicle’s title to the IV-D agency in those situations where the lien is not perfected electronically, and clarifying that an electronically filed lien is perfected in accordance with Texas Department of Transportation rules. The bill also amends Transportation Code, requiring the Texas Department of Transportation’s rule on electronic perfection and discharge of a lien include "specific provisions for the electronic perfection of a child support lien asserted on a motor vehicle by the Title IV-D agency."

It is anticipated that any additional workload created by the implementation of the bill could be absorbed within the current resources at both the Office of the Attorney General and the Texas Department of Transportation.
