LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 25, 2005

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1757 by Olivo (Relating to reporting regarding the academic performance of students placed in disciplinary alternative education programs.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the evaluation of disciplinary alternative education programs to include an analysis of the performance of students assigned to the program relative to the performance of regular program students at the campus to which the students would normally be assigned.  The bill would also require the Texas Education Agency (TEA) to include the evaluation of disciplinary alternative education programs and the disaggregate performance of students assigned to the program in their annual report.

In order to construct appropriate data analyses, summarize the results, and write reports, it is estimated that TEA would require two additional full-time equivalents with a fiscal impact of approximately $100,000 annually beginning in fiscal year 2006.

The bill would take effect September 1, 2005 or upon enactment by the appropriate majority and would apply beginning with the 2005-06 school year.

Local Government Impact

No fiscal implication to units of local government is anticipated.
