LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 26, 2005

TO:
Honorable Mary Denny, Chair, House Committee on Elections

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1790 by Rodriguez (Relating to the use of alternate forms of voting in certain elections.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would authorize a municipality, independent school district, or county commissioners court to choose from different methods of voting to determine which method to require in certain elections. The bill would establish the procedures for the use of the alternative voting methods, including requiring the secretary of state to prescribe certain procedures.

The bill would repeal Chapter 275, Election Code, which applies to elections for officers in a city with a population of 200,000 or more.

The bill would take effect September 1, 2005.

The Office of the Secretary of State anticipates absorbing any costs associated with implementing provisions of the bill by using existing resources.

Local Government Impact

Providing options for a local government to select the most beneficial and economical voting method for certain elections could provide a savings to the local government.

No significant fiscal implication to units of local government is anticipated.
