No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to provide a fine enhancement for anyone who at the time they commit a traffic offense is reading, writing, performing personal grooming, consuming food or a beverage, interacting with a pet, interacting with a vehicle passenger, using a personal communications device, or engaging in another activity that prevents the operator from safely operating the motor vehicle.

 

The bill would take effect September 1, 2005, and apply only to offenses committed on or after the effective date of the bill.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.  Local governments would receive increased revenues from the enhanced fines depending on the number of offenses cited and the amount of the fine imposed and collected.
