No significant fiscal implication to the State is anticipated.

The bill would establish procedures by which a defendant placed on community supervision could seek restoration of certain rights through the courts. The Texas Department of Criminal Justice (TDCJ) would be required to adopt rules for classes that would provide citizenship instruction for defendants seeking restoration of rights. TDCJ would be required also to establish eligibility criteria, requirements, and procedures for certifying an organization or entity to provide the citizenship classes. The bill would take effect September 1, 2005.

TDCJ indicates that the administrative responsibilities set out in the bill could be performed using existing resources.
