No fiscal implication to the State is anticipated.
The bill would authorize a water district to accept payment by credit card for any fees and charges imposed by the district. The district would also be authorized to collect a fee, not to exceed 5 percent of the amount of the fee or charge being paid, to offset processing costs. If a credit card payment is not honored by the credit card company, the district would be authorized to collect a service charge from the person who owes the fee or charge unless the district is notified at the time of payment that payment is not honored and the customer immediately submits payment using an alternative form of payment. The bill would take effect September 1, 2005.
