No fiscal implication to the State is anticipated.
The bill would authorize the board of certain districts created under Sections 52(b)(1) and (2), Article III and Section 59, Article XVI, Texas Constitution to authorize the acceptance of payment by credit card for any fees and charges collected by the district. The district would also be authorized to impose a fee, not to exceed 5 percent of the amount of the fee or charge being paid, to offset processing costs. If a credit card payment is not honored by the credit card company, the district would be authorized to collect a service charge from the person who owes the fee or charge. The bill would take effect September 1, 2005.
