The bill would expand the criteria that a county must meet to be eligible to create a county assistance district. The result would be to authorize additional counties with a population of less than 45,000 to call for an election to create a county assistance district, if the county commissioners court so chooses. The bill would also add the promotion of economic development and tourism to the purpose for which a district may be created.
The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect September 1, 2005.
