LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 28, 2005

TO:
Honorable Helen Giddings, Chair, House Committee on Business & Industry

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1952 by Goodman ( relating to prohibiting a governmental body from disclosing a person's social security number to a member of the public in certain circumstances without the person's written consent.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Public Information Act to make confidential all social security numbers maintained by a governmental body with certain exceptions.

Although the passage of the bill will change how the Office of the Attorney General analyzes social security numbers, it would not change the number of requests for rulings the Office of the Attorney  receives and therefore would not have a significant impact on expenditures.

The bill would be effective immediately if it receives a two-thirds vote of each respective house. Otherwise, the bill would take effect on September 1, 2005.

Local Government Impact

No fiscal implication to units of local government is anticipated.
