LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 2, 2005

TO:
Honorable Helen Giddings, Chair, House Committee on Business & Industry

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB1952 by Goodman (Relating to providing that an individual's social security number is generally considered to be confidential under the public information law and may only be disclosed under certain circumstances.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Public Information Act to make confidential all social security numbers maintained by a governmental body. The governmental body may release a person’s social security number to the public with that person’s written consent or if another law requires its release. The governmental body may release a social security number to another governmental entity without consent.  The bill would be effective immediately if it receives a two-thirds of each respective house. Otherwise, the bill would take effect on September 1, 2005.

Although the passage of the bill will change how the Office of the Attorney General analyzes social security numbers, it would not change the number of requests for rulings the Office of the Attorney  receives and therefore would not have a significant impact on expenditures.

Local Government Impact

No fiscal implication to units of local government is anticipated.
