No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to add coordinated county transportation authorities to the transit authorities with whom the Texas Department of Transportation (TxDOT) may contract to design, construct, operate, or maintain a toll lane and to charge a toll on a state highway facility.

The bill would authorize a coordinated county transportation authority to acquire, construct, develop, plan, own, operate, maintain, or manage a public transportation system or project not located in the territory of the authority if the system or project would provide a service, benefit, or convenience to the people in the territory of the authority. The bill would also amend the Transportation Code as it relates to membership on the authority's board and use of federal and state funds.

The bill would take effect September 1, 2005.

According to TxDOT, only Denton County has established a coordinated county transportation authority. TxDOT anticipates that there would be no significant fiscal impact to the agency from implementing provisions of the bill.
