IN RE:
HB1991 by Talton (Relating to an exception to the prohibition against commingling used oil with solid waste if the commingling is incident to the dismantling of scrap, used, or obsolete metals.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill would add expand the list of exceptions to the prohibition of commingling used oil with solid waste being disposed of in landfills. The new exception would allow the disposal/commingling of used oil with municipal solid waste if such disposal is incident to and the unavoidable result of the dismantling of motor vehicles, appliances, or other items of scrap, used or obsolete metals. No significant cost to the Commission on Environmental Quality in administering the change is expected.
Local Government Impact
No significant fiscal implication to units of local government is anticipated. However, there could be some savings to local governments operating landfills, since used oil could be disposed of more easily.
