No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to authorize the Texas Department of Transportation (TxDOT) to enter into cooperative agreements with counties for the purpose of identifying future transportation corridors and establishing plans that reflect these corridors. The bill would require TxDOT to publish notice of the availability of the corridor plans in the Texas Register and a local newspaper of general circulation.

The bill would amend the Local Government Code to require that plats for the subdivision of lands within a county with identified transportation corridors must reflect those corridors if appropriate. The bill would require sellers of property located in an identified future transportation corridor to inform the purchaser of that fact. The bill would authorize counties to require subdividers of property containing an identified transportation corridor to dedicate properties for transportation corridors in accordance with a major thoroughfare plan adopted by the county or the metropolitan planning organization of the region.

Based on the analysis of the Texas Department of Transportation, it is assumed any costs associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

The bill would take effect on September 1, 2005.
