No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 62 of the Parks and Wildlife Code relating to hunter education.  The bill would require the Texas Parks and Wildlife Department (TWPD) to establish provisions for recruiting and training "certified hunter education providers" who are not TPWD employees or volunteers in the provision of hunter education courses.  TPWD would establish qualifications for certification as well as required course content provided by a certified hunter education provider.  No significant fiscal implication to the State is anticipated, because TWPD indicates the implementation of the bill would not generate significant additional department expenses or savings.

The bill would require the Texas Parks and Wildlife Commission to adopt rules administering the new provisions as soon as possible after the effective date of the bill, September 1, 2005, and no later than January 1, 2006.
