No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to plan, design, and establish a program for designating highways as state scenic byways.  The program must include a process by which TxDOT receives proposals from political subdivisions or other community groups approved by TxDOT in accordance with the federal National Scenic Byways Program, applies for federal grants, and requires applicants to pay for project costs not covered by federal grant funds. The bill would allow TxDOT to use money from the State Highway Fund to pay for project costs not covered by federal grant funds.

 

Based on the analysis of TxDOT, it is assumed any costs and duties associated with implementing the provisions of the bill could be absorbed within existing resources.

 

The bill would take effect on September 1, 2005.
