No significant fiscal implication to the State is anticipated.

The bill would amend Election Code to require high school deputy registrars to distribute voter registration applications to students who are, or will be of, voting age when those students apply for or submit required documentation for graduation.

The bill would require each public and private institution of higher education to designate a college deputy registrar for each county in which the institution is located, establish the duties of the college deputy registrar, and create misdemeanor offenses for failure of a college deputy registrar to deliver voter registration applications in accordance with Election Code, Section 13.042.

The bill would authorize the Secretary of State to precribe procedures to implement provisions of the bill, including procedures for the electronic provision and submission of voter registration applications.

It is anticipated that any costs to implement the provisions of the bill could be absorbed by existing resources.
