HB2130 by Phillips (Relating to the notification requirement concerning a permit application for applying Class B sludge on a land application unit.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would increase from one-quarter mile to one-half mile the notification requirement for a sludge permit. An applicant for a sludge permit, amendment, or renewal would be required to notify, by certified or registered mail, each landowner located within one-half mile of a proposed land application unit, as opposed to one-quarter mile under current law.

Passage of the bill is not expected to result in any significant costs to the Texas Commission on Environmental Quality.


Local Government Impact

No significant fiscal implication to units of local government is anticipated. Local governments opening a land application unit for sludge would incur additional postage costs. However, these cost are not expected to be significant.
