No fiscal implication to the State is anticipated.
The bill would require a home-rule municipality in which an elected officer's term of office does not allow for compliance with all provisions of the Election Code to change when the term of that office begins to bring the term into compliance with the code. The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect September 1, 2005.
