No fiscal implication to the State is anticipated.

The bill would expand the use of funds from a county's records management and preservation fund to include use for repairs and renovations to facilities used by the office of the county clerk to store filed and recorded documents. In a county adjacent to an international border, where the county clerk is required to prepare an annual written plan for funding projects authorized under records management and preservation, the clerk would be required to include a plan for repairs and renovations of the applicable facilities. The bill would take effect immediately if it receives the required two-thirds vote; otherwise, it would take effect September 1, 2005.

Local Government Impact

Counties would experience a savings to their general revenue fund by being allowed to use other existing funds to repair and renovate applicable facilities. The savings would vary by county, depending on the level of need for repair and renovation.
