LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

March 17, 2005

TO:
Honorable Robert Talton, Chair, House Committee on Urban Affairs

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB2209 by Quintanilla (Relating to the designation of a chief plumbing inspector by populous municipalities.), As Introduced

No fiscal implication to the State is anticipated.

The bill would require a municipality with a population of 600,000 or more to designate an individual to serve as chief plumbing inspector for the municipality and would establish the minimum requirements that person must meet to qualify for the appointment. The bill would take effect September 1, 2005. A plumbing inspector designation made in a municipality with a population of 600,000 or more prior to the bill effective date may remain as the chief plumbing inspector until the expiration of their term or until September 1, 2007, whichever is earlier.

Under current statute, there are no population designations regarding appointing a plumbing inspector and there are not specific minimum requirements that the inspector must meet. No changes would be imposed on a municipality with a population of less than 600,000.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
