No significant fiscal implication to the State is anticipated.

The bill would amend the Occupations Code as it relates to the regulation of locksmiths and locksmith companies under the Private Security Act.

The bill would require a locksmith company or locksmith to (1) view a government-issued identification, and (2) to obtain a signed authorization from a customer stating that the customer owns or is otherwise entitled to legal access to the structure, motor vehicle, or other property before performing the services for a customer who seeks entry into a structure, motor vehicle, or other property, except in cases of imminent threat to person or property.

The bill would take effect September 1, 2005.

No significant fiscal implication to units of local government is anticipated.
