The bill would amend the Occupations Code as it relates to the regulation of locksmiths and locksmith companies under the Private Security Act.
The bill would require a locksmith company or locksmith to (1) view a government-issued identification, and (2) obtain a signed authorization from a customer stating that the customer owns or is otherwise entitled to legal access to the structure, motor vehicle, or other property before performing the services for a customer who seeks entry into a structure, motor vehicle, or other property, except in cases of imminent threat to person or property.
The bill would take effect September 1, 2005.
