No fiscal implication to the State is anticipated.

The bill would prohibit a municipality from adopting a requirement in any form that would establish a maximum sales price for a privately produced housing unit or residential building lot as a condition for granting a building permit. The bill provides exceptions to the applicability of this prohibition.

The bill would take effect September 1, 2005.
