No significant fiscal implication to the State is anticipated.

The bill would amend the Penal Code by expanding the definition of “fugitive from justice” to include a person for whom a capias, commitment, attachment, or other instrument has been issued requiring a peace officer to take custody of the person. The bill would also expand the definition of the offense of failure to identify to include persons who refuse to give identifying information to a peace officer who has lawfully detained the person. No significant impact on the programs and workload of state corrections agencies is anticipated.

The bill would take effect September 1, 2005.
