No fiscal implication to the State is anticipated.

The bill would amend Chapter 451 of the Transportation Code, regarding a comprehensive development agreement for a project with a proposed cost of more than $50 million, and would apply to a metropolitan rapid transit authority (RTA) that was confirmed before July 1, 1985 and in which the principal municipality where the authority is located has a population of less than 750,000, or to a metropolitan RTA in which the principal municipality has a population of more than 1.2 million. An applicable RTA would have the same powers as a regional mobility authority to enter into a comprehensive development agreement.

The bill would take effect September 1, 2005.


Local Government Impact

The bill would apply to an RTA in the cities of Austin (population less than 750,000 and the RTA confirmed before July 1, 1985) and Houston (population of more than 1.2 million).

No significant fiscal implication to units of local government is anticipated.
