The bill would apply to a metropolitan rapid transit authority in which the principal municipality has a population of more than 1.2 million and a project with a proposed cost of more than $100 million. The bill would take effect September 1, 2005.
Based on the 2000 federal census, the City of Houston is the only municipality to which the bill would currently affect.
