No significant fiscal implication to the State is anticipated.

The bill will amend the automatic admission of undergraduate students in the top 10 percent of their graduating class.  Beginning with the 2009-2010 academic years, the institution is required to reserve for admission of these top 10 percent at least 50 percent of the institution’s enrollment for first-time undergraduate students.  If the number of top 10% applicants exceeds 50 percent of the institution’s spaces for first-time undergraduates, then those top 10% applicants who have completed the curriculum requirements for the advanced high school program or equivalent will be admitted first.  The remaining slots in the 50% or more set aside for top 10% graduates will be filled on a lottery system. Any remaining top 10 percent applicants must be evaluated for admission by the same criteria used for admission of other first time students.  The higher education institutions would absorb costs associated with implementing the bill within existing resources.
