No significant fiscal implication to the State is anticipated.

The bill amends the Family Code to remove the requirement of the Department of Family Protective Services from attempting to ascertain the identity of or locate the parent or relatives of a child who was delivered to a designated emergency infant care provider, unless it appears that the child has been abused or neglected.  Before filing a petition to terminiate parental rights, the Department would be required to verify that the child is not a missing child and must obtain a certificate of the search of a paternity registry.
