HB2334 by Morrison (Relating to the filing of a disclosure statement by a vendor or member of a governing body of a port authority or navigation district; imposing a penalty.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the governing body of a port authority or a navigation district to design a conflict of interest questionnaire that requires disclosure of a vendor's affiliations or business relationships that might cause of conflict of interest if the authority or district entered into an agreement with the vendor. The governing body would also be required to design a conflict disclosure statement for members of the governing body. The governing body would be required to file conflict disclosure statements with the Texas Ethics Commission and the secretary of the governing body not later than the end of the fifth business day after the date a member became aware of a relationship between the authority or the district and a vendor that may be a violation of conflict of interest.

If a member of the governing body of a port authority or of a navigation district is found to have committed a violation, the Texas Ethics Commission would be authorized to impose a fine not to exceed $2,000.

The bill would take effect September 1, 2005.
