No significant fiscal implication to the State is anticipated.

Section 3 of the bill as substituted, which would direct the State Board for Educator Certification (SBEC) to issue a temporary certificate at a reduced fee to an applicant who is a military dependent, could conflict with Texas Education Code section 21.041, which requires SBEC to propose rules adopting fees for an educator certificate adequate to cover the cost of administration by the agency.  According the SBEC, the reduced fee would not be adequate to cover the cost of services rendered.  However, the number of applicants under this section is likely to be small, and it is assumed for the purposes of this fiscal note that any administrative costs not covered by the reduced fee under this section would be covered with other revenue available to the agency.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
