LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 13, 2005

TO:
Honorable Dianne White Delisi, Chair, House Committee on Public Health

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB2344 by Luna (Relating to the Council on Cardiovascular Disease and Stroke.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 93, Health and Safety Code, relating to the Council on Cardiovascular Disease and Stroke.  The bill delineates the composition of the 11-member council and authorizes council members to receive reimbursement for travel expenses.

In addition, the bill would establish two accounts, the Heart Disease and Stroke Resource Fund which would receive gifts, grants, and legislative appropriations.  The Heart Disease and Stroke You're the Cure Account would be maintained by the Council outside of the State Treasury and would receive gifts, grants, and donations.

The Department of State Health Services (DSHS) estimates the cost of providing travel reimbursement to council members would total $12,980 per year: Eleven members at $295 each for four meetings per year.  It is assumed that the department would absorb these costs within existing resources.

DSHS indicates that any costs associated with setting up and monitoring the two new accounts could be absorbed within existing resources.

Both the Department of State Health Services and the Comptroller of Public Accounts are unable to estimate revenues deposited to the two accounts created in the bill.

Local Government Impact

No fiscal implication to units of local government is anticipated.
