No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Transportation to allow transit departments operating under Chapter 453.107 of the Transportation Code to construct separate areas adjacent to state developed and maintained highways to facilitate the safe boarding and disembarking of bus passengers without impeding traffic.

Based on the analysis of TxDOT, it is assumed any duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

The bill would take effect immediately upon receiving a vote of two-thirds of all members elected to each house or otherwise on September 1, 2005.
