No significant fiscal implication to the State is anticipated.

The bill would amend the Government  Code to require the Texas Department of Criminal Justice (TDCJ) to establish a pilot project to study the feasibility and effectiveness of entering into a contract with a private vendor to manage commissary operations at five, or more, correctional facilities. The bill would require the vendor to provide a fixed rate of return to TDCJ. The bill would take effect immediately if receiving a vote of two-thirds of all members of each house, or September 1, 2005.  The pilot project  would expire January 1, 2007.

No fiscal implication to units of local government is anticipated.
