The bill would prohibit the sale of commercial prerinse spray valves with flow rates of more than 1.6 gallons per minute. The Texas Commission on Environmental Quality (TCEQ) would be required to maintain a list of commercial prerinse spray valves that are certified to meet the standards. The TCEQ would be authorized to perform tests to determine the accuracy of the certification and would be required to remove from the list a prerinse spray valve that fails to meet the standards. The bill would allow the commission to assess a fee against a manufacturer or importer to cover the expenses incurred to administer the requirements of the bill. The fees would be deposited to the Water Resource Management Account No. 153.
According to the TCEQ, passage of the bill would not result in any significant costs or revenues to the state.
