LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

March 25, 2005

TO:
Honorable Robert Puente, Chair, House Committee on Natural Resources

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB2429 by Puente (Relating to water and energy saving performance standards for commercial clothes-washing machines.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would prohibit the sale of commercial clothes-washing machines that would not meet the specified water and energy saving performance standards established in the bill. The Texas Comission on Environmental Quality (TCEQ) would be required to maintain a list of commercial clothes-washing machines that are certified to meet the standards. The TCEQ would be permitted to  test machines to determine the accuracy of a certification. The bill would allow the TCEQ to assess a fee against a manufacturer or importer to cover the expenses incurred to administer the requirements of the bill. The fees would be deposited to the Water Resource Management Account No. 153.

The TCEQ reports that it does not expect the bill to result in any significant costs to the agency or revenues to the state.

Local Government Impact

No fiscal implication to units of local government is anticipated.
