LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 15, 2005

TO:
Honorable Ray Allen, Chair, House Committee on County Affairs

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB2463 by Villarreal (Relating to the creation of health care funding districts in certain counties and authorizing the districts to impose taxes on certain institutional health care providers located in the districts.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would require the creation of a health care funding district in a county located on the Texas-Mexico border that has a population of 500,000 or more and is adjacent to two or more counties each of which has a population of 50,000 or more.

According to the 2000 federal decennial census, the population and geographic criteria would apply only to Hidalgo County.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
