No fiscal implication to the State is anticipated.

The bill would amend the Water Code to authorize groundwater conservation districts to use export fees or user fees, in addition to already authorized permit fees, to make grants, loans, or contractual payment to achieve, facilitate, or expedite certain actions, projects, and programs. The bill would also add to the list of activities for which the fees may be used and would limit use of the fees to just the activities listed. The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect September 1, 2005.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
