May 20, 2005

TO:
Honorable Todd Staples, Chair, Senate Committee on Transportation & Homeland Security

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB2496 by Wong (Relating to the publication of the notice of a public hearing on a proposed conversion of a nontoll state highway or highway segment to a turnpike project or toll facility.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend various sections of the Transportation Code, relating to toll conversions and the transfer of state highway projects to local authorities, to require the Texas Department of Transportation (TxDOT) to post notices of public hearings regarding toll conversions in the Texas Register and applicable local newspapers.

Based on the analysis of the Texas Department of Transportation, any costs associated with implementing the provisions of the bill could be absorbed within existing resources.

The bill would take effect immediately upon receiving a vote of two-thirds of all members elected to each house or otherwise on September 1, 2005.

Local Government Impact

No fiscal implication to units of local government is anticipated.
