LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

March 28, 2005

TO:
Honorable Anna Mowery, Chair, House Committee on Land & Resource Management

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB2554 by Kuempel (Relating to the exclusion of certain materials from a reservation of minerals to the state.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill proposes to exclude sand, gravel, caliche, rock, or similar materials from the minerals that the General Land Office (GLO) can compel landowners on Relinquishment Land to develop. The bill, however, will not have a significant fiscal impact on the GLO as the agency already has an internal policy not to compel property owners to develop these minerals.

Local Government Impact

No fiscal implication to units of local government is anticipated.
